The service plan being complimentary depends on the vehicle and yes, it's excluded from the purchase price.
Due to the Right to Repair guidelines coming into effect, you should be able to source these items. As far as pricing for servicing and maintenance checklists go, you can call up your local Toyota dealer for pricing guides to see what's covered and what isn't.
