Hello there,
According to South African law, the buyer of the vehicle must submit the forms. However in many instances the seller tends to do it. This needs to be done within 21 days of buying the vehicle along with the registration form obtained from the seller and a Roadworthy certificate.
The Notification of Change of Ownership form is as the name states, notifies the authorities that a particular vehicle's ownership has changed from one person to another. So once this form is submitted, the ownership change is acknowledged straight away and the authories will know where to send fines etc.
The seller can check with the traffic department if the ownership has been changed.
