For a first car for a new driver, you'd ideally want something on the smaller side, with low insurance premiums, good safety credentials, and ease of use.
Rather than shopping around the budget segment for a new city car, we'd suggest you instead consider a used, Kia Picanto 1.2 (the 1.0 is simply too slow to remain useful for a longer period), or a used Suzuki Swift GL: Both of these satisfy basic safety requirements, are easy to drive, and inexpensive to fuel, insure, and maintain - and they can both be had for with low mileages for the price of a new budget car.
With list prices around the R180 000, your monthly instalments will amout to around R 4 000 per month (with a 10% deposit, 9.25% interest rate, and over 48 months - you'd want to pay it off as quickly as possible), which should mean attainable finance for somewone with a gross income of about R 12 000/month.
