Going on your stated vehicle age range and list of possibilities, we'd estimate that your upper budget limit would likely be a list price around the R 200 000 mark.
It all depends on your usage requirements: for mild terrain use, eithe one of those options you listed will be fine. They each have a downside, though:
Tiguans in this price bracket will have intergalactic mileages, and likely be at the age where they'll need frequent attention from an owner with at least some mechanical aptitude. The same applies to the Forester, but with the added (anti-)bonus of higher parts prices and a more-temperamental drivetrain. As for the Kuga, well... the ones in this price range are generally the ones with the poor reputation for flammability (or are of the earlier, extremely fuel-thirsty generation), and the CX-5 is hamstrung by high maintenance part prices.
We would instead recommend something Korean in this price bracket, like a third-generation Kia Sportage. They are proven durable up to very high mileages, have good aftermarket support and thus reasonable parts prices, and their steep depreciation means that there are some very good-value deals out there at the moment. Alternatively, you might want to look into a Suzuki Vitara (current-generation) AllGrip - good enough for the mild off-roading you envisage, extremely cheap to run and insure, and capable of towing a light trailer. You'll also get a lower-mileage Vitara than any of the other brands you listed...
