Hi there
If you have a disposable income of R7000 a month and a clean credit record, you could qualify for vehicle finance of about R2000 per month - in other words, a car with a value of about R100 000. So theoretically, if you could find a Hilux for about R100 000, you could afford one - but the chances are that Hiluxes that cheap might not be finance-able due to their age. We'd suggest you speak to a dealership's Finance expert to try to structure a deal that will get you behind a decent set of wheels.
Hope this helps!

With an income of R 25 000/month, you should be able to get finance with a repayment of up to R 7 500/month, which will translate to a car with a market value of about R 400 000. There are plenty of Hilux Legend 45s listed on AutoTrader around this price point, so you should indeed be able to buy one if you want one.
