Those claimed average consumption figures are obtained in an idealised test cycle as prescribed up till very recently by the European Union. Very few cars come close to matching these claimed figures in real-world driving, simply because there's a vast difference between the official test cycle and actual modern driving conditions.
However, while 3.7 l/100 km is very probably unattainable, these cars are highly fuel efficient in their own right. On real roads, drivers will most likely see sub-5 l/100 km average figures in a 60/40 mix of city/freeway driving - provided they are only moderately conservative with their accelerator applications, and maintain reasonable cruising speeds. That's not bad going for a car of that size and weight at all.
