Your concerns about the Kia Rio's durability and reliability are mostly unfounded - the Korean manufacturers have come a long way towards making long-lasting cars over the past decades. Parts are also not difficult to come by, thanks to growing aftermarket support, and even the agents aren't ridiculously expensive on spare parts (in most cases). They're also not difficult or tricky to work on, so even private workshops won't have too much difficulty with them.
Fuel consumption is a bit of a moot point, as it depends on your driving pattern. They're generally no thirstier than other cars of equal power, which are driven in the same way.
However, the Polo Vivo will still be more-affordable to run in the long term, simply because of a massive supply of non-OEM parts and a proliferation of non-franchise workshops who know how to work on them. They're also very robustly built from good materials, which makes the Vivo an excellent choice for a buyer on a fixed (and limited) budget.
