Unfortunately, there is no way you would be able to obtain car finance through a reputable credit supplier while you're blacklisted - and even less so, if you don't have a deposit at hand. You will first need to clear your name at the credit agency, which will mean settling all outstanding debt, and only then you could apply for car finance.
If you desperately need a car in the mean time, save up for a while until you can buy something cheap with cash, and then work from there. But whatever you do, do not fall into the trap of financing your car through a loan shark, as they WILL charge you excessive interest and most likely put you into even deeper debt than you are at the moment.
