Hi there
You already see the problem with buying this car: you'll still be paying for it when the motorplan expires, leaving you vulnerable to potential unexpected and costly repairs. Especially in cars with the so-called "Prince" engine (the 1.6-litre turbo petrol as used in both 116i and 118i of this age), mechanical maladies are not uncommon, which makes buying a 1-Series of this age a risky decision.
What else to buy? Well, how about a later-model up-specced Golf TSI or TDI, with a service plan and extended warranty? They look almost as good as the BMW, come with all the toys, and are likely to be far less expensive to run. In the same vein, an Audi A3 will also fit the bill, if you're insistent on a premium branded car. You'll still get more for your money with a late-model Golf, though...
Hope this helps!
