The symptoms you describe are a little vague to make an accurate diagnosis but it's unlikely that the fuel you have in the car (93 octane vs 95 octane) could have such a noticeable effect. However, there are a number of other possible causes for this, which are known from other Polos of this generation. Most notably, you could be looking at an ignition coil or spark plug failure - in the beginning stages of failure, this is usually most noticeable at low revs, and could definitely cause hiccups or surging symptoms. Then you could also have a look at the primary oxygen sensor (mounted in the exhaust pipe), manifold pressure sensor or air mass meter (mounted on the air intake system), all of which could cause hesitation if they were malfunctioning.
We'd recommend you take the vehicle to a reputable workshop to have these symptoms checked out, as this might grow worse and eventually leave you stranded next to the road.
