Your shortlist is about as good as they come, and all three of those options are entirely viable small SUVs. Of the lot, the most practical would probably be the EcoSport, because it offers a lot more loading/passenger flexibility than the other two. Bear in mind that they're all pretty cramped in the luggage area, though - especially the Juke and the CX-3, and neither of these two offer really spacious accommodation in the rear seats either. The EcoSport has somewhat more space, but the downside is that the cabin's material- and build quality isn't exactly fantastic. That said, you can have a new Titanium-spec EcoSport 1.0T, which is pretty loaded, for well under your budget cut-off point.
Alternatively, you could look at another new car, and it's a bit of a bargain: the Honda HR-V, which is a fair bit larger than these three, has a lot more space, but only comes with a 1.5-litre engine. It will be reliable and light on fuel, and will easily handle your trips to the rural areas.
If you have to carry large volumes of luggage and/or passengers, none of the three cars on your shortlist will really be satisfactory. In this case, you should look at the pre-owned market, where low-mileage VW Tiguans, Opel Mokkas and Nissan Qashqais are dime a dozen around your budget cap. All of these will really be more suitable for those needs than the EcoSport, Juke and CX-3.
