Hi there,
This is a bit of a loaded question, as they each have their own strong suits. The Tiguan will be the performance leader in this group, on account of the available 2.0-litre turbo petrol engine and DSG transmission. The Forester also has a 2.0 turbo, but it only comes with a CVT transmission, and it's a fair bit heavier than the Tiguan too.
As far as economy goes, most Tiguans will beat the Forester hands-down, especially with the 2.0 TDI engine, as the Forester doesn't have a diesel option in South Africa at all. However, the basic 2.0 manual Forester is a surprisingly economical vehicle, although it isn't quick at all...
Choose the Forester for space and real off-road ability, but go for a Tiguan if performance and economy is of prime importance.
