To personalise a number plate you will need to go to your local traffic department. You will be required to fill in some forms to apply for your chosen personalisation, which is usually limited to seven letters and numbers. If it has not been claimed by someone else and it's not offensive, it will be registered to you. Usually, personalised plates are not cool, unless you are using the car for business.
